Hereafter both printer and scanner works like a charm.

I found the following procedure on the HP support site after I installed the hplip-3.19.12.run software. The use of the scanner was not possible because of missing hp-plugin, and could not connect to the scanner nor I could install the missing hp-plugin.
After installation I could only print to my HP LaserJet MFP m28-m31 printer. The hplip-3.19.12 doesn't support Linux Mint 19.3 version at this moment.The hplip software accept installation based on Linux Mint 19.2.
